TENDERS 101 · LESSON 6

What Each Portal Publishes

Not every portal puts the same record on the public file. Some publish the notice and its deadline; some publish who bid and at what price when the envelopes open; some publish the award and the full bidder table. Knowing which you have in each market tells you what you can price from, and what you can only watch.

Every government tender starts with a notice: what the buyer wants, the bond, the closing date. What happens after that varies by market. Some portals publish the prices read out when the envelopes are opened. Some publish the award, with every bidder and price beside the winner. Some publish nothing after the notice. The difference decides what a bid team can learn from the public record, and how it should price.

Three layers of public record

  • Notices and deadlines. The tender exists, who is buying, what for and by when. Enough to find work and plan the bid, not enough to price it.
  • Opening results with bidders and prices. Who turned up and what each offered. You see the field and the spread of prices, but not who won: evaluation comes after the opening.
  • Awards and bidder tables. The full story: every bidder, every price and the winner. This is the record that supports benchmarks, a price guide and a recompete radar built from contract end dates.

What it means for your bid

Where awards are on the record, price from them: how many bidders the buyer draws, how far winners sit from the median and where award values fall. 24,000+ Qatar awards since 2017 make Qatar the deepest record in Ishara. The benchmarks lesson shows the arithmetic.

Where opening results are on the record, you know the field and its prices. Use the spread to judge how crowded the category is and where the lowest offers land, and treat the lowest price as a signal, not the winner.

Where only notices are on the record, it tells you what is coming and when, not what it took to win. That makes your own record the benchmark: track every tender you bid, record the result and the winner when you learn it, and your history with each buyer builds up bid by bid.

Frequently asked questions

Why do some markets show no winner?

Because Ishara carries that market's opening results but not its awards. The opening shows who bid and at what price; the winner is decided after evaluation. Bahrain works this way in Ishara today.

Can I still price a bid where Ishara carries only notices?

Not from that market's record. Use comparable awards from a market that publishes them, and record your own results: every win and loss you record, with the winner when you know it, becomes your own history for that buyer.

Does Ishara name the portals?

No. Ishara reads public notices from the official portals and joins them to each buyer's record; the coverage table says what each market carries and when it was counted.
